The Colombian will lead a worldwide effort to change the way drug trafficking is being fought, President Juan Manuel Santos said, during the 32rd International Conference on Drug Control being held in the city of Cartagena. He called for a more comprehensive approach, less focused on incarceration. Santos explained that while almost a million people have been arrested in Colombia on drug-related charges since 1993, such punitive measures have done little to counteract the drug trade.
