Nëse nuk çlirohet ky kapital, vendi nuk do te ece përpara,"- rekomandon një tjetër raport ndërkombëtar, qe del ne konkluzionin se autoritetet shqiptare duhet te vendosin afate konkrete për kthimin dhe kompensimin e pronave, si edhe për legalizimin, si një parakusht ne rrugët e zhvillimit. Ne dokumentin e hartuar nga ekonomisti peruan Hernando De Soto, qe mbulon periudhën nga viti 2006 deri ne vitin 2008, thuhet se qe prej nisjes se procesit te legalizimit ne vitin 2004, vetëm 10 për qind e aplikanteve kane marre një tapi për token. Dokumenti konstaton gjithashtu se pronat e krijuara nga ndërtimet pa leje vijojnë të mbeten pa dokumentacion ligjor, ndërsa zonat përreth qyteteve mbeten pa infrastrukturën e nevojshme. Shtatë vjet pasi shteti shqiptar vendosi t'i japë një zgjidhje informalitetit, shume pak gjera kane ndryshuar. Kështu kritikat dhe rekomandimet e ndërkombëtareve vazhdojnë te fokusohen ne problemet ende te pazgjidhura te pronave ne Shqipëri. Pak dite me pare edhe Banka Botërore i beri thirrje qeverise te ndërmarrë një reforme urgjente për çështjen, qe prej kohesh, është bere burim konfliktesh, qe kane çuar deri ne vrasje ne Shqipëri.
