Lezhë, protokolli i shtetit ka reaguar duke mos pranuar asnjë përgjegjësi. Ne një deklarate për shtyp, protokolli ka sqaruar se nuk ka marre pjese ne organizimin e aktivitetit ne Lezhë, aktivitet i cili sipas tij, ka qene i organizuar megjithe ftesat dhe listën e folësve nga Bashkia e këtij qyteti. Sipas deklaratës, i vetmi rol i protokollit te shtetit ne këtë ceremoni ka qene kontaktimi i institucioneve te Presidentit, Kryetarit te Kuvendit, Kryeministrit dhe trupit diplomatik ne Tirane, lidhur me vendosjen protokollare te personaliteteve sipas hierarkisë shtetërore te përcaktuar ne ceremonialin zyrtar. Ky sqarim i protokollit te shtetit vjen pas reagimeve te ashpra nga klasa politike e media për heqjen e te drejtës se fjalës qe u përdor ndaj presidentit Bamir Topi ne 2 mars ne ceremoninë e përvjetorit te Besëlidhjes ne Lezhë. Një nga reagimet me te ashpra ndaj këtij skandali ka ardhur nga ish-ministri i Jashtëm, Besnik Mustafaj, i cili ka kërkuar nga kryeministri te shkarkoje kreun e Bashkise se Lezhës, Viktor Tusha, ne rast se nuk fshihet vete pas kësaj çështjeje. Ne 2 mars presidenti Topi anuloi pjesëmarrjen ne ceremoninë e organizuar ne përvjetorin e Besëlidhjes për shkak se protokolli e lajmëroi se nuk do te mbante fjalim, ngjarje qe shënoi një prej konflikteve me te ashpra ndërmjet institucioneve shqiptare.
Two days after the scandal with President Topi at the ceremony for the Assembly of the Covenant, in Lezha, protocol state reacted by not accepting any responsibility. In a press release explained that the protocol did not take part in organizing activities in Lezha, who in his activity, has been organized, despite the invitations and the list of speakers from the Municipality of the city. According to the statement, the only role of state protocol in this ceremony has been contacting the institutions of the President, Speaker of the Assembly, the Prime Minister and the diplomatic corps in Tirana, regarding the deployment of the protocol state personalities in the hierarchy defined in the official ceremony. This explanation of the protocol state comes after strong reactions from political and media classes to remove the right of the word that was used against President Bamir Topi on March 2nd anniversary ceremony of the Covenant in Lezha. One of the most severe reactions to the scandal has come from former Foreign Minister Mustafaj who asked the Prime Minister to dismiss the head of the Municipality of Lezha, Victor Tusha, if not hide themselves behind this issue. President Topi on March 2 canceled participation in the ceremony held on the anniversary of the Covenant because the protocol announced it would not be delivering his speech, an event that marked one of the fierce conflict between Albanian institutions.
