Philippine's President Rodrigo Duterte is under fire for joking about rape in his speech to soldiers. The leader urged soldiers to imposed martial law and take control of a city in southern Philippines. “I will go to jail for you. If you happen to have raped three women, I will own up to it," Duterte joked. Duterte imposed 60 days of martial law in southern Philippines as troops battle militants in the city of Marawi.
