Puerto Rico’s electric utility on Tuesday defended its decision not to seek mutual aid from mainland utilities following Hurricane Maria in a hearing with the U.S. Senate’s energy and natural resources committee. “I cannot overstate the extraordinary challenges that we have faced,” said Ricardo Ramos, director of the Puerto Rico Electric Power Authority (PREPA).
