The plan calls for public and private investments, streamlined permitting, and partnerships with mineral-rich nations to reduce dependency on “non-market policies,” a veiled reference to China’s dominance in rare earth and battery metals. Canadian Prime Minister Mark Carney introduced the Canada-led Critical Minerals Production Alliance and stressed the importance of mineral security to both energy and digital transitions.
