A low-pressure area (LPA) has formed east of Luzon, while the southwest monsoon (habagat) continues to bring persistent rains across large parts of the country, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Monday, July 21.
