We started pushing the idea around 2004–05, through RTI. We knew the media, especially Bengali-dominated spaces, wouldn’t engage with Netaji's issue directly. So, we shifted focus to declassification, like how the U.S. handles Kennedy files. Declassification is seen as serious and important in the West, so we used that angle. Instead of saying "talk about Netaji," we said, "make the files public." That strategy got media attention.
