A deal between France and Russia for warships would significantly increase Russian naval capabalities. Many members of the US Congress, including Sen. John McCain (Republican-Arizona) are concerned about the deal and have sent letters and messages to the French President Nicolas Sarkozy urging him not to complete the sale.
